Revalidation and Responsible Officers - an Update
As I’m sure you are aware, we have been working closely with the Department of Health, the GMC, the Royal Colleges and the BMA on revalidation and the new role of the responsible officer. From May 2007 I have been chairing the Tackling Concerns Locally work-stream of the implementation of the white paper, Trust, Assurance and Safety – and I’d like to thank all of you who have contributed so much to the thinking and debate that has been so crucial in developing the policy and regulation to deliver the reform of regulation defined by the CMO’s review. I now also sit on the GMC’s UK Programme Board for Revalidation, which holds the overall co-ordinating role for implementation of revalidation.
I thought it would be helpful to give you a brief overview of where we are currently in terms of timescales and implementation of revalidation and the appointment of responsible officers. I would also like to share with you the latest version of the Responsible Officer Guidance that I have been drafting for the DH, in collaboration with NHS Employers and the Medical Manager’s Committee of the BMA’s CCSC. The plan is that the guidance will be circulated sometime in July for consultation and I would be very grateful for any thoughts you may have prior to this. I would be grateful if you would treat the document in the spirit in which I send it to you – it is a draft, for your comment – please do not circulate it widely. Please ensure that anyone you share it with understands that it is only a draft at this stage and will most likely change. I know many of you have contributed to this document already through our MD/RO and Primary Care MD groups – but I thought it might be helpful for you to have sight of it once more as it has moved on somewhat from the early versions.
Below you will find overview of the issues and timescales as they are currently being described – with the caveat that these may change. The issues slowing the process down are to do with the legal issues surrounding revalidation of doctors who work in organisations outside healthcare, which present a level of complexity that had not been anticipated. I thought it would be helpful for you to know the state of play and the intended timescales –despite the uncertainty.
As always I am keen to have your feedback – I can’t magically influence timescales - but I can and always will – share what I know! I will be sending out regular updates as the picture on implementation of revalidation takes shape and we will post changes and developments right here.

Timescales:
• July 2009 - DH consult on Draft RO Guidance and Regulations
• November 2009 - GMC issues licenses to practice
• February 2010 - RO legislation debated by Parliament
• April to Oct 2010 - Bodies appoint ROs. ROs trained and developed
• October 2010 - ROs in place in all designated bodies
• 2011 - First groups of doctors undergo revalidation. Systems of clinical governance and appraisal will need to be in place and functioning effectively for revalidation to take place

CLINICAL EXCELLENCE AWARDS 2010 ROUND – EXCELLENCE IN MEDICAL MANAGEMENT AND LEADERSHIP
The British Association of Medical Managers (BAMM) has been recognised by the Advisory Committee on Clinical Excellence Awards as a National Nominating Body which can make recommendations to the process of allocating Clinical Excellence Awards.
We are continually assessing the contribution that medical directors, clinical directors and others in management positions make to management nationally. Through assessment against our Fit to Lead Standards framework, we are now able to make a much stronger case. The ACCEA, in developing an award process specifically for medical managers, has requested that we provide the criteria by which we assess doctors in their management and leadership skills – and how we assess an “over and above” contribution. As I`m sure you will appreciate the Fit to Lead framework provides a robust assessment model and this is what we are providing as our criteria for the ACCEA. You can find a link to Fit to Lead on the BAMM website, www.bamm.co.uk. We are pleased that this important aspect of medical work is now being recognised, in the same way as contributions to other areas, such as clinical practice and research, are rewarded.
There is emerging guidance from ACCEA about eligibility
- a minimum of 10 years as a consultant and minimum 4 local CEAs for a national level 9 (bronze) award
- a minimum of 4 years between national awards
The fundamental prerequisite for a national award is to be actively contributing to the NHS on a national, or at least a regional basis.

As you know, in the Clinical Excellence Award process deadlines are very important and the Board of BAMM is most anxious that its contribution should be as fair and effective as possible.
